snappy: upgrade 1.1.9 -> 1.1.10

* 0001-Add-inline-with-SNAPPY_ATTRIBUTE_ALWAYS_INLINE.patch removed because fixed in the new version
* Added fix-build-on-32bit-arm.patch to fix arm build
